Loyal to Xemnas, he certainly isn't, but he never stood opposed to the man either. Luxord tried to stay neutral in such matters. At least, as neutral as possible. As batty as he thought Xemnas was, he at least did show him a bit of respect. He, however, saw nothing wrong with chatting with him for a few minutes. He could get an update on those he'd left behind--he missed them, more than he thought he would.
